Specs writing software

Is there a program that you guys use to write specs for an application? Right now I'm using MS Word and bulletted lists. However it's a pain because Word often messes up my bullet trees.

Ideally, some sort of software which will let me do bulletted lists and expand/collapse them like a tree would be great.

Any suggestions?
