Default Is the blue plastic part of Kingston HyperX memory removable?

Hi guys, this is gonna sound like a real simple question but I've got to know:

Is the blue part of the Kingston HyperX memory removable? Like am I supposed to removed the blue part before installation in my comp? Or is it not able to be removed and supposed to be part of the memory.

There's tonnes of pics of hyperx, but I can't give links because of the forum rules, so guess you'll have to search them up yourself, if you are unfamiliar with HyperX.

The blue part seems to be plastic, and if it isn't supposed to be removable, is the plastic part resistant to electrostatic damage? I mean, if i only touch the blue bit, will I not have to worry about ESD damage to my memory??
