I prefer to keep comments out of my CSS file. It's just added bloat for people to download.

I always feel that as long as the ID numbers are name appropriately and the chunks of styles are kept in logical order then commenting shouldn't be necessary.

I also prefer external CSS with external comments to keep the source code neater.
