Do you mean your meta keywords and descriptions? If so, then don't worry too much about them. Meta keywords have no effect on SEO, whether they are done "right" or "wrong". There's a simple proof of this - create a new page with some filler text, and add into the meta keywords an invented word - "gfewrjbeigjreigjeri" or something like that! Make sure Google has zero results for this word. Now wait until it get's indexed, and search Google for this made up word - it won't appear! This means no association has been made between your page and it's meta keywords.
Meta descriptions can be important, but this is because they can appear in search results, and influence click through rates, not because they influence rankings. Still, it has been suggested by some that having several pages with the same description is not a good idea - try to keep them unique. For a forum this might mean dynamical;y generating them, for example, filling them with the first 200 characters in the thread.
PageRank is simply a measure of the number of, and importance of, the links to your site. So to increase PR is simple, get more links, and get higher PR links. Remember though - no incoming link is a bad link! As a word of caution, PR is only very very slightly related to how well a page ranks for a specific query - don't expect to see huge improvements in referrals from Google just because you've gone from PR3 to PR4!
