Clearer picture on Monitor

Hi, I read somewhere I could speed up my computer by displaying an image on my monitor faster by doing something, but can't remember where and how it's done. Right now the picture is very bleared and I need to slow it down somehow so th picture will be clearer. Please tell me where to do this. Thanks..
