I don't know anything about Visual Studio 2003 so can't help sorry.

Is there any particular reason you need to use it? Most people looking for a free programming language for web based work use a PHP/MySQL combination, perhaps you could try that instead? You are likely to get more help if you use a more common programming language too.

Woops, apologies, your post seemed to slip under the radar so this is a little late!

I'm no programming expert unfortunately, but from what I've heard, PHP is a better option due to being free and there being more online support available for the language. But if you are a skilled programmer you should be able to achieve the same results with both languages.

Unless you are doing some serious computations you won't need your own web server, just a shared web hosting package.

You can run this in any server PC which running windows 2000 or 2003. Install frame work on it and host it through IIS . So you can access your site locally

if you want to make a web site in .net (VS2003) just make it and host it in a server which have windows. You can get many windows hosting plans from diff companies.
