Default Non-Profit Dilemma

Currently, I'm working on a project to create a webpage for a non-profit, and I'm having a bit of an issue. While we have a domain name purchased, I'm having troubles weeding out what type of program to create it all in. I can't use the applications attached to the domain host because the person who was in charge of it won't give me the information to login, etc.

While I'd be more than happy to hand code the whole thing, I really have no choice but to use some sort of page creator to make the whole process easier for the person after me to maintain. This is a safeguard in case they know absolutely NOTHING about webdesign.

What I'm looking for is something without ads and popups, that for the most part someone who's never even seen code can operate. I looked around on Googlepages, though was severely disappointed with how limited and less-than-impressive the pages appeared. Dreamweaver 8 is another option, but again, things can get confusing for people easily.

Is there any type of program or page creator that anyone could recommend that could work for my purpose?
